Information concerning train delay conditions and train trouble between stations is reported by the station master to the train dispatcher using dispatching telephones after the train arrives at the station. Commands are transmitted from the train dispatcher to the station master via dispatching telephones, and then from the station master to the driver.
This system essentially revolves around the station master, and recently the establishment of communication systems such as wayside telephones, train radio have enabled dispatcher and driver to communicate directly.

The following telecommunication facilities are required for transmitting commands and
information.
a. Command facilities
Dispatching direct telephones : Direct telephones used for communication between the train dispatcher, Head Office dispatchers and adjacent train dispatchers.
Dispatching telephones : Direct telephones between the train dispatchers and each station and operation depot, used to transmit commands and convey information.
Facsimiles : Used to transmit commands from the train dispatcher to each station and operation depot when the operation plan is changed.
b. Information facilities Wayside telephone : Boxes with a handset and switch to select other ends are installed along the track, and automatically turned on by opening the lid, enabling direct communication between driver and dispatcher or station. May also be used as an ordinary railway telephone.
